Refreshing New Pages Automatically?

I am sure this is a simple problem to most folks here but its got me stumped as a beginner!

People have to press F5 to refresh the webpages of my first site after I have changed anything.
What do I need to do to make this happen so users always see the latest version of a page please? Please keep it simple to match my ability level thanks

This Meta tag <meta http-equiv="expires" content="0">
Tells the browser to always load the page from the web server.

It should unless the tag been changed. Meta tags seem to be in flux sometimes. But I think that will work.
