The Page Rank value of the incoming connection is set by the number of outgoing links on the page linking to you. This means, increased quantity of outgoing links from a linking page will reduce the worth of the incoming link.

Google will never disclose its page rank algorithm.So it would be better if you try to understand their newly updated algorithms because page rank depends upon number of inbound links and Google has recently launched new update called Google penguin to tell website owners how to build links or how to do this work naturally.
