no scroll or resize without new.win

Hi,

Is it possible to make a new window opened using target="new" and have it not scrollable or resizeable?

I don't want to use javascripts window.open.

Not without using a window.open or modal dialogue box, no. And modal dialogue boxes are proprietary.
