1) Project Details: (be as specific as possible):
I am interested in producing a website that would allow users to comment and rate on products and images. All pictures and products must be able to be regulated by admin before they are allowed onto the main site. Users will be allowed to have there own profile that must also be able to be checked before it is allowed to be used. Users would also need to have different levels of authoroity that would determine whos comments would have the priority.

Also i would be able to do the design for the website myself but would need assistance in implementing the design.
2) Payment method/ details (Paypal, check? Timeline?):
I would like to pay in installments after an inital quote. Or if you like the website idea i would consider a partnership.
