Help needed: embed an government web application in website

So the web applications that I wish to have embedded on my site are local government apps which are hard to find.

This is an example of one that should be simple enough to do. Although it may contain a cookie.

This is a much more difficult example; the site requires a cookie and has a captcha, but once you get in it has a very useful criminal records search.

So my question is, is it possible to insert these applications into my webpage, and how would I go about it? (YQL?). Otherwise I will have to link to these things which is less convenient, or acquire access to the plain text data (if even possible) and write an application myself. Thanks in advance.

I'm not sure, nor do I really care. I am simply trying to make a website that is helpful to new people in the area I live, I don't anticipate any problems.
