Like Divinityfound said, PayPal is free. They just take a piece of the transaction. I don't know of anyone that will take money from A and send it to B without taking something for themselves.
They ask about a credit card so that you can make purchases online.
But you probably don't want a personal account, so you'll need to attach a bank from the western world (They don't like doing business with several countries... ranging from political, cultural, and legal reasons.)
I'm sure though that if the US gets extradition rights to every nation... they would be more open with picking up criminals that commit fraud.

I have been thinking about it, and i just dont get it. What is the difference since paypal does take somthing?
Sell stuff online. Build your own website and find some stuff you can sell then boom. That's a way to earn money online. Or apply on those online jobs where the only thing you have to do is advertise their brand or those online jobs that ask you to do specific things, like search this , write this and send it to this email. I'm sure you can find a lot of ways of earning money online. Good luck!
