Question help to decode this

hi guys. i came accross this contest on an online game i play. this is the question:

-[ Decode this & receive: 1 Billion. (100% solvable) ]-

+--+
61 6e 46 73 62 6d 78 31 64 33 59 6c 4d 6a 42 69 5a |
53 55 79 4d 48 64 79 61 79 55 79 4d 48 64 73 4a 54 |
49 77 61 47 35 6b 63 43 55 79 4d 48 64 34 5a 53 55 |
79 4d 48 64 79 61 79 55 79 4d 48 5a 73 4a 54 49 77 |
63 58 4a 31 62 43 55 79 4d 47 68 72 64 79 55 79 4d |
47 39 76 62 48 63 6c 4d 6a 42 6f 62 6d 78 31 64 33 |
59 6c 4d 6a 42 79 64 79 55 79 4d 48 64 73 5a 48 6f |
6c 4d 6a 42 33 63 6e 45 6c 4d 6a 42 79 5a 77 3d 3d |

now i know nothing about hacking or coding etc. just did a little amount of VB (which i did not understand) in college while studying engineering. i know the above is in hexadecimal and the answer is not the ascii conversion and i doubt its binary/decimal/octal.

ascii conversion:

anFsbmx1d 3YlMjBiZ
SUyMHdyay UyMHdsJT
IwaG5kcCU yMHd4ZSU
yMHdyayUy MHZsJTIw
cXJ1bCUyM GhrdyUyM
G9vbHclMj Bobmx1d3
YlMjBydyU yMHdsZHo
lMjB3cnEl MjByZw==

im thinking theres a hidden message behind it. the person who made this comp refuses to give any direct clues. all ive gotten from him is this:

"I'm an ethical hacker and I have knowledge of many many programming languages."
"My main speciality is C where I'm on an expert level I think. I also program more often in ASM but it's fairly difficult."

"You will know when you have found the answer, because it will just click literally. If you look at it and think twice whether it's correct or not then it's wrong."

does the last statement mean it possibly may be a website link?

ive just found out about MD5 and SHA1. ive tried using the internet to decode using MD5/SHA1 calculators but no luck. and they have limited characters so i dont think the original text was converted using such calculators otherwise the question wouldve been a string of 32/40 characters max. am i right to think this?

could someone help me decode this please, i dont know what to.. thats the problem. what is the original? is it text or random digits/letters/symbols?

thanks in advance, any help is much appreciated. Could you also tell me how you did it.

Looks like you are on the right track.

The == on the end suggests that what you have there has simply been base 64 encoded. So the next step is to reverse that encoding.

Got it!
But I will not give you the solution right away. You have to work a little.

Base64 decode it.
Reverse it.
Shift it by n characters.

Then it is up to you to find out what calue n must have

Internet Explorer

savita bhabhi is back with vengeance and she is not alone this time, her creators have introduced a twin character and unleashed the hot genie on Savita Bhabhi . Although die-hard fans of Savita Bhabhi did try to keep her alive by accessing the website through proxy servers but the government ban on the site had given it a knockout punch. The closing down of one of India's most popular websites has prompted eulogies from famous media commentators, feminists and sociologists. In the land of the Kama Sutra
