Apache 1.3.x warning message

I've got a warning in the console when I start apache on win 98. The error doesn't seem to be causing any problems, but it's driving me nuts trying to find what's wrong. The warning in the error log is:

[Thu Sep 11 22:02:25 2003] [warn] (2)No such file or directory: exec() may not be safe
After running a php script, I get the following error

[Thu Sep 11 22:08:52 2003] [warn] exec() may not be safe
I've included my http.conf file to see if anyone can see anything I've missed

I have php installed on the c drive, with the php files (doc root) at c:/php/www
