I'll give it a go.
Open a new document the size you want the finished image to be.
Select the color for the background and use the paint bucket to make it all one solid color.
Open your image of the building, select the move tool and drag and drop the building on the background you just created. If the building needs to be resized, you will need to do that before dragging and dropping. If you put it on the background and it is not the correct size just go back a step in the history and it will "disappear". Resize the original building image and D&D it again.
Using the "magic wand" tool, select the background color. Then go to Select > Inverse and you now have the building selected. Go to Select > Feather and set the number of pixels to feather the image into the background. 5 should be good. You can play with that to see what looks best for the size of your building image and the size of the finished image. After clicking ok to select the feather go to Edit > Copy and then immediately do Edit > Paste and there will be a new layer of the feathered building into the background. You can now turn off the visibility of the original layer of the building or delete it altogether if it looks how you want it to.
