ryan, you only need to danggle a few carrots to get the right coders for the job..."programmer and designer"...you don't need to post your complete idea.
1. What coding languages do you intend on using? Php, MySQL, Javascript, JQuery etc.?
2. Is this a members only site that needs login access to a memebers area? If so what options will be needed? Forums, listings, private messaging systems etc.?
Answerinf these two questions will send you more prospects than your initial posting. Some individuals prefer coding member sites while others just like making website designs. Then you have the occasional individual that like to do both if time is available.

The problem with posting that stuff is that they are projections (possible scenarios of what might, could happen) that may be good to obtain a bank or small business loan but unless you can project why your website would actually fail, everthing else can change according to circumstance.
Adding your experience is probably what would matter the most. It shows what you bring to the table in order to make your idea a reality. Someone who believes in your idea and knows what you can and can't handle can push you toward possibilities you never thought of in your projections. In this way you can split up the tasks and achieve things faster. Anyway dangle the carrots!
