By using adobe photoshop is it possible to create business card?

Yes, just make sure it's at 300dpi with 3mm bleed added to the edges of your business card.

So, for example, most business cards are 85mm x 55mm, all your artwork would have to fit into this space, allowing text to have a 5mm distance from the artwork edge.

Backgrounds, effects and such, will have to bleed off the artwork edge, into the extra 3mm you need to add. So your actual artwork would be 91 x 61mm, and will then be cut down to 85x 55mm.
