javascript theme for windows?

so my friend is a pretty advanced IT guy, and he did this to his comp (see image below).
when i asked him how he did it, he said he themed it with javascript on java and bypassed explorer.exe or something.
he said it took him three days, and he's kinda too lazy to teach me.
i was wondering if anyone here can point me in the right direction since i can't find anything myself.

Ok...I dont know how your friend did it...but there are many applications ready made and free to use out there which lets you do the same thing in a better way!!

Try using Free Desktop Enhancers in google search!!
