Looking for someone to create a mobile CSS file for my site.

Project Details: (be as specific as possible):
I'm looking for someone who has more of a design eye than I do (no pun intended) to help me create a mobile optimized CSS file for my website (www.yourlistonline.com). I'm looking for someone with experience in creating mobile CSS and mobile designs and someone that can work with the existing HTML (I can make a few tweaks here and there, but would prefer to just have a desktop CSS and mobile CSS file to the fullest extent possible).

If you want to add mobile jQuery or similar, that's fine as well.

Payment method/ details (Paypal, check? Timeline?):
I'll pay market rate, but you need to show me a portfolio of other mobile optimized work you've done. I would like to work fixed bid for this project. 1/3 down, 1/3 at delivery and 1/3 30 days after delivery. I can pay via check or paypal. Looking to get this done within 60 days.
