Members-only admin panel redesign

1) Project Details: (be as specific as possible): Our non-profit organization is looking to upgrade and enhance its existing member admin panel, including updating to the latest version of PHP, adding new forms and enhancing existing ones, and tying together the members-only and public-facing sites.
