From scratch or Drupal?

Beginning CSS/HTML/PHP but don't feel comfortable with any of them yet. I have a web app I'm working on, and wondering if it's looked down upon to use a CMS or if I should just keep practicing and put the project off till later.

Description:
Users sign up
Users post content on their page (member-specific area)
Users have a settings page for various things (member-specific area)
Anyone can visit their page and view/interact with content

So I guess I'll need...
User & password database
Database for each user for their content.

Not very specific, but does this sound like something that I should use Drupal for or would that be frowned upon?

I worked on a site that used Durpal once. Never again. Every time we wanted to do, improve, add, or change the site it meant re-writing the Drupal connections. Drupal is fine for simple sites by people that don't know programming and never want to change anything.

From scratch it is! Guess it will take longer but hopefully I'll ultimately learn more in the long run. And have full control.

I would go with drupal ... even if the site is simple now. Usually after some time you need to do stuff for it and drupal has some ready made plugins.
So it will be easy upgrading the site after some time.
