Need a program to read an encrypted txt, apply a cipher, and return an uncrypted txt

I am looking for a program that will read in a txt file that will be encoded and could read in a txt file of the cipher. It would then take the encoded text and apply the cipher to it return an output of the decrypted text.
Example of the incoming text would be
T3 T48 F34 I9 E58 F4 Y76 P49.
the cipher would be
T3=This
T48=text
F34=file
I9=is
E58=encrypted
F4=for
Y76=your
P49=protection
Outputting a result of "This text file is encrypted for your protection"
The encrypted data will always be one letter followed by up to three numbers.
I would need to be able to upload a cypher file. The cipher can be formatted how ever best fits. It would be nice to have the option to upload 26 different cipher files, one for each letter of the alphabet, but that is not a requirement. I can all be done in one file.
The input can be a txt file or it can be a text field. I would prefer the file option, but am flexible.
If you are interested in this project please let me know. Please include what format you would do this in and what your price for doing it would be.
