I can't see anything there to indicate that the site uses any particular framework. The page source looks like a jumbled mess of reasonably modern and completely obsolete code so it has probably been hand built gradually over many years with their never having got around to going back and replacing the original prehistoric code.

I have no idea.

The source code is messy.

It is definitely some open source software like wordpress, joomla, phpbb and phpfox. It looks like you can change skins and uses plugins. But, like I said, I have never seen it before.

You might try and use a site like http://builtwith.com/ to find out with underlining technologies a site uses.
