Question Scaling the button proportionally to the background

Hello,

I have a simple page composed of a background image and a button:
http://5ive.co.il/444/hot97/html_party.html

The background image scales with the browser window.
How do I scale the button proportinally to the background image, so that it :

a. Keep its proportions (a circle)
b. Its position is always top:64% of the background image, NOT the browser window.
