Writing a navigational menu is not really that simple or that difficult, depending on the type of navigation you want, what browsers you want to code for, etc. There's a million tutorials out there that could fit the description of what you're asking. You could benefit a lot by utilizing search engines such as google. With the right search terms, you'd be surprised at the resources you can turn up via a search.
