I am asking one question to all the Forum member that which programming language is best and why???

Depends on you skills, like with which you are more comfortable and More important is that if your concepts are clear then programming language doesnt make much difference only syntax are changed.

But if question is whether to make it in silverlight or not then you need to check what is silverlight and are there any feature that will help you website if it is made in silverlight. and also time/duraton of project. if you are in hurry and you are not aware of silverlight then i suggest you to dont go for silverlight. Just go with ASP.net

I agree. It depends on you skills. For me, the first platform I've learned in school is C#, so I am comfortable in C# especially LINQ in C#.
Java slightly could also be learned easily because SOME codes are somewhat similar to C#. I haven't tried others yet. For now, C#.
