A mix of StumbleUpon and Paypal?

I'm not a programmer but I have an idea for a piece of software (not even sure if that's the proper word) which combines certain aspects of StumbleUpon and PayPal.

For EXAMPLE, say I wanted users to purchase a $5 block of credits (the PayPal part) that they could then give to other users by clicking a thumbs up (to be used in the same places as a Facebook "Like" button and Twitter "Follow" button) and then share their thumb ups with their circle of friends (like StumbleUpon). The people that receive the thumbs up can cash in their credits (another PayPal part).

Don't judge the usability because I didn't give all details away, just enough to give you the idea of the type of programming needed. Where could I find someone skilled enough to do this and how much should I expect to pay? Would colleges be a good start? I plan on submitting to Kickstarter but I wouldn't know where to go once I received funding. Also, what copyright info do I need before telling my idea to potential programmers?
