How to put graphic on video?

I am making HTML page for recording my MPEG as <img dynsrc="myfile.mpg"> and I am using CSS/DHTML to drag image onto the MPEG.

I want to put my GIF image onto the MPEG screen but all image always go under MPEG so I cannot see image. How can I put image over MPEG screen? I want to create a video that I am talking to a cartoon person on the video screen.

Oh of course I am using CamStudio to record anywhere on my desktop screen on AVI.

Do you know how?

don't know much about video on the web
but here is what i would try

create 2 layers
layer 1 with movie clip
layer 2 with image

and then use x-index to create the stacking order you need

maybe this will work
