Internet Explorer CSS is not loaded in Internet Explorer 9

I have inherited a Frontpage 2003 site (yeah, I know)

If I use Chrome everything looks like it should, but if I use Internet Explorer 9 the css file is ignored.

Does anyone know why?

BTW, IE8 works perfectly, but using IE9 and setting it to compatibility mode, or using F12 and putting it to browser mode Internet Explorer 8 or 7 does not work.

I have just discovered that someone (me?) had configured IE9 not to show colors!
