The permissions for that example image show "attribution required" and links to CC-BY-SA. It appears that all you need to do is author attribution. Really, since there is an author link available, you can clear up any confusion by contacting the content creator.

The link links 'nowhere' , that is to another wikimedia commons.
If you are logged in, than you can send mail to author, but who knows if he is
looking at mail at all.

Will wait a bit, and if no response, will use common sence and do standard author attribution.

The author did not directly specify directly any particular method, so sticking the image on a page with correct attribution (which does not imply the content author has created this image for you) should tick all the boxes. The image must also be re-released under a CC (or alike) licence.
