web page colors

I have been looking at different different web sites to see what colors are most commonly used. Most of the time what I saw was blue color with a dash of orange, yellow or dark red. Is it that blue color is a very common color to use in a web site?

Also how can I determine what color to use in a web page? Are there any rules? Or a designer can just pick matching colors and use it to do the web page for a corporate web site?

There are a number of "rules" for chosing and matching colors; there's a number of sites as well dealing with this subject, and the issue has appeared recently in these forums.
When designing a corporate web site, often the company has ideas about which colors they'd like to see on their website; blue has a "cool" and "busines-like" look and that's probably why it's a favorite color on many sites.
Do a search on these forums on subjects like "using color" or "color matching" and you'll probably find a number of threads containing info and links to interesting sites.

Also there are "valid" colors to use too.

Also with CSS it is proper to specify the hex number for a color and not a name, so this may interest you: http://www.w3schools.com/css/css_colornames.asp
