Forced ads pluging

1) Project Details: This is a forced ads plugin for http://thehostingtool.com/site/ I have installed mod_layout but for some reason cannot get the forced ads script to run. I'm not sure what the problem is. They just do not show up. I'm sure I filled the config file out right
