It has been brought up before and shot down. Basically the thought process was that since CMS isn't a language, it doesn't really have a place here. You can still ask questions on CMSes in the General Web Building forum though. But if your question is an in depth one, you are better off asking on the forum for the CMS you are using since the people there will have more expert knowledge.
