who runs 'Yesteryear Philatelics'
specialising in old welsh postcards.

The requirement is for an auction website for postcards and associated memorabilia.
The website needs to be "ethical" in essence this means that the auctions will run as a sort of mixture between a bid system and a tender system. All bidders will email a sealed bid of the amount they are willing to pay. The bidder who bids the highest will win, but will pay the second highest bid price, plus a set of increment.
