can't find out where to start?

I might be in the wrong forum, if I am feel free to move me around.

I am a college graduate (buisness management) but the love my whole life is on web design. I am looking for a few sites similar to (www.arenajunkies.com) some type of design w/ a CMS built in. I am of course looking to start from scratch and I understand it will take a VERY long time. I am just wondering where to start. I understand there might be books needed ect.. I am looking for a pretty cheap way to start learning. I know basic HTML and have read a little bit of CSS. I understand that is small amount to what is needed to build a fully functional website. If there is anyone willing to train ( i will pay ) that would probably be best, as that way I can better understand along with reading. I understand there are two parts, just not sure which one I should focus on first. The actual design which would be ???? and the actual programming of the site, which would be mysql/php/java ect.. If anyone is willing to help me jump start to get some of this I would greatly appreciate it and would be willing to pay.. Thanks

When I was around 10-12 years old, I would go to someone's house for
piano lessons. 30-60 minutes each week. Too bad there isn't the same kind
of thing for "programming lessons". Maybe this would be a great thing for
someone to start in their own city?

You would go to someone's house for hands-on lessons.

What city do you live in ... and maybe someone would do that for you?
I think it would be a great idea, and a way to make a few bucks.

If you are asking for someone to train and teach how to build some fancy websites, I think you much have to check within your own city for schools that teach you the ropes. Or you can go online and find those online study sites to learn how. Or you can outsource through rent a coder or freelance.com where they can build it for you or ask them if they can teach you from scratch.

If I were you I would start with a self hosted wordpress blog there are thousands of free themes that you can try to edit them you will need to know some php and css but you can find alot of information online.
