Graphic Help

I wanted to know do anybody know how make my photos look like this.I've seen it someone it was a Photoshop actions or something like.But I wanted to know do anybody know a way I can make my photo look like that

There looks to be a lot of different things in that picture. In other words, it's not like somebody opened the image in Photoshop, pressed a button and bingo, it was done.

That said, a lot of the legwork looks like it's done with a photo filter (Layer > New Adjustment Layer > Photo Filter). Play with the settings and see where that gets you.

Edit: While we're at it, try manipulating the image using the Hue/Saturation dialog (Layer > New Adjustment Layer > Hue/Saturation) as well.
