bandwidth sniffer

How can I sniff the users BW then run an argument accordingly?

if lowBW{do dis}
else{do dat}

I was thinking PHP...
Then I could have 2 pages coded into a single file, each page displaying according to the users bandwidth...
once the script ran, of course...
