targat is an unknown quantity at this point
JSTL isn't interpreting tags

I am using Windows XP with Tomcat 5.5. I have a webpage that worked on my old web server, but on this server the jstl tags are not being interpreted. The standard.jar and jstl.jar files are in the /WEB-INF/lib directory. How do I get jstl to work?
