Need ad network script and redesign

I plan to set up 2 new website to buy and sell traffic. I need a reliable PPC, CPM tracking system that lets publisher and advertiser to sign up, deposit fund, bid ad etc regular ad network functions.

This system can be use for both future site http://leavead.com and http://courtesyad.com

Those are just demo of my concept, need redesign and some scripting help.

Some questions I have...

What payment methods do you need (CC, Paypal?)
Pre-pay system or post-pay?
Does the system need to remember payment info?
Will ads be rotating? (I'd assume yes)
Does the system need to modify (resize) graphics?
Do you need to support ads on http and https pages?
