Researching how/with whom to build a big website- looking for advice.

I'm looking for advice on how to go about building a large, dynamic website in regards to hiring a programmer, whether or not I should be looking into partnership with a programmer(s), and a decent estimate of how much money I'm going to have to save up to do something of this nature. I'm not a business, and this probably won't be a big money maker, so I'm settled in the idea that I'll more than likely just have to pay a good fee to build the site and then do my best to keep it going. Thus, I need advice.

The site I want to build:
One that will give members their own pages (sort of like the members pages of etsy.com) to sell crafts/services, a site forum, a "trade or barter" page (sort of like craigslist), and an educational part of the site that would include video and personal blogs. My questions:
1) Should I be looking for an ongoing partner of a programmer who'd be available for maintenence, a one time hiree, or several technicians for a multiple project partnership?
2) Any ideas on the kind of budget I need to save up for something like this? Forgive my ignorance, I'm not a company and have never embarked on such an idea before. Thanks in advance for your posts.

Well, apparently I cannot edit or delete this thread, so I'll just let you all know in a reply that this is resolved. I got 107 silent answers to this that say I should just figure out how to do this by myself. As with anything one cares about in life. So, Resolved. If you are a moderator or administrator, you can delete this apparently unimportant (since there's no immediate riches involved) thread now that was going to go towards a site that would have helped those in financial distress.
