Need help or to hire to do a template

I have a mockup of an idea of how I need the template to work and look like. If you think you can do this please instant message me or email me and I can provide the graphics needed to work with. This is just a mockup idea. I need to be able to have a header graphic and footer graphic to float or reside over a strip graphic that repeat (blends) with the header and footer graphic. This has to be fluid so that when I have the browser 1024 wide, the elements will spread out (except for the fixed left column width and that needs to be moved over to the left when expanded in the right text column.

Please let me know if anyone can help me with this as I have a deadline. I'm willing to hire someone to create this as I've been struggling with this for the last week or so.

What I dislike is people who expect people to KNOW EVERYTHING, if we all did this would be a boring place to live in. Please there are some of us that are learning or are in a tight situation where we don't have time to do a project because there are several others in the works. I am a one person shop and can't afford employees at the moment. So don't trash people like us.
