IE vs FF VS Server live

I am converting the website site:
www.goact.net

This is what I have so far:
www.greater-designs.com

I still don't have all my navs in a row, and to boot, when I preview in both browsers, (on top of not matching what I did in the Flash version [www.goact.net] ) the previews are different when locally versus posted to the server and accessed through the web.

Can anyone help? Am I overlooking some things?

images/qa.gif, images/eng.gif etc are not available!
Further I recommend you to use an unordered list(<ul>) to bulid your nav since this is more semantic and easy to control in this context.
