Scripting Question

I am not sure if I have the right spot or not, but on my site, I have JS to make it move across the screen.. But for this layout I am working on, I want to make the white(which will be colors with images, and buttons later on) to move in a circle on mouse over. Does that make sense?

Also, if JS is not the right way and there is a better one, please let me know.

Right now I don't have any coding for it.. I am a beginner at this and I am not sure where to start.
