Question Is there a way to stop floating layers from affecting the scrollbars?

I'm trying to put a div past the edge of a window but I don't wanna use overflow-x:hidden because the document itself may be exceeding the width of the screen and hiding the x scrollbar would screw that up. Is there a way to fix the width of the body or resize it or better yet get the layer to have no effect on the scrollbars like a layer tag in NS4? If possible, please tell me how in as many browsers as possible.
