how to make a slide news board?

yes hi people, well my problem is that i've made this new clan forums for this game i made (http://z7.invisionfree.com/Unborn_Savages) but the problem is as you see there is a whole area on the top that says the requirements and such i don't know how to make a new board that would be able to slide upwards slowly and showing whats outside of my forums PLEASE i've been looking for days can anyone help me with this?? and example of what i'm talking about is on this site (http://www.s15.invisionfree.com/reckoningday) as you see they have a board that has words that scroll up and then on the side ranks and on the left a small logo i want to know how to make this complete set and also THANKS U FOR THE ONES WHO CAN HELP

They use a marquee to create that effect, so you'd have to place all of your "requirements" into a tag, like follows:
