href target precision

Still very much a newbie and still writing my .chm help file....
I have found that links to a page which has an image plus text resulting in a page greater than 1 screen height (ie target page has a vertical slider bar) does not target correctly.

Consider 3 example page states. Target of each is the top line (empty space)
1. text only, greater than 1 screen height.
2. image and text, less than 1 screen height.
3. image and text, greater than 1 screen height.

Image size is less than 1 screen height.

Examples 1 and 2 are targeted correctly. Example 3 scrolls down 1 line and makes the 'arrival' jump. It seems to target correctly (top line) before scrolling down.

Could someone please throw some light and correct?
