Does anybody know of a webiste that I could go to, that would help me design, configure a message board like this one?

Which message board did you have in mind? Most boards have support sites set up with sections for helping to install and adding features and customising things. Or we can help here.

I was thinking something like an individual being able to post 1 message on the board every 2 minutes. For every post over 50, the bottom post is removed..

Smells like the new and improved digital chain letter. Thank God none can be configured that way. Try requesting someone to write you a javascript.
