how can i unblock active contents message in IE

I have created one page containing scripts for displaying popup under tabs.
when i run it in IE, it will display the error IE has restricted this file from showing active contents that could access your computer.
after that i have to give allow blocked contents and give yes to view the page.
is there any way to control this message in script so that it can run in all IE without this message.
