My website is called moksliniai darbai and I would be grateful if you could give me your opinion about it's design. Since this website is in lithuanian, please don't care about content.

I think you need to re-design your website. Get some images related to your services with proper anchor text.

I think it looks fine overall. Here are a couple of things to think about though:

(1) It is common practice to put all major links in your footer as just regular text links, so you might want to look into that.

(2) You have a bunch of arrows which is fine. However, you are using them to mean two different things which is confusing to the end user. For example, on your home page at the top of the page, when you mouseover the text that has an arrow to it's left you get another box which is what I expect. But, then you have arrows in other places that do not give me another box, but takes me to another page. This is two different behaviors for the same symbol (the arrow). You may want to think about using the arrows only for letting people know when they mouseover the arrow (or it's text) they will always get another box with more text and nothing else.
