Need Experianced PHP Coder

Website/Message Board

What I’m looking for is a highly skilled PHP coder who can put together an efficient and secure script for my website. I am not asking for a template to be made, but the site MUST be viewable and functioning in some way or other, before I pay you for it. In other words I’m asking that along with the coding, you lay out a clean and visible website design that displays and integrates all of the features that I am asking for (no graphical images needed) so that it allows for flexibility and enables me to design my own template and lay it out however I choose (you need not worry about that aspect).

1) Project Details: (be as specific as possible):

Summary of Website Details
NOTE: The Website is not a complete forum but it is message board based (I’ll elaborate later)

• Sign-Up / Account System (Payment processor account required on signup)
• Admin Panel w/ administrator rights for creating/updating boards, members.. etc
  Note: The actual “admin” account on the site will not have any of these rights (for security reasons), but a back admin panel I feel is more secure (feel free to give feedback)
• Credit System (Members may pay money for credits which can be used/spent on the site)
• Referral System (Refer someone to the site, and if they make a payment on the site the person who referred them gets +credits)
• Members can spend credits to join certain boards that are on the site (like sub forums) all of which are under different topics (i.e Sports, entertainment, the internet.. etc). Once a member has paid to become a member of a particular board they have the ability to post and view all posts in that board, and are given some board access)
• Site members can join as many boards as they like in this way.
• Each board has an official list posting of all the current board members who can be viewed at the top of that board’s “home” or main page. This list of members in each board is also linked on the sites “Official Board’s” page and is viewable by everyone even guests to the site. (Actual content inside the board is exclusive to those who choose to join it)
• User-CP w/ your accounts board features (also lists which boards you are currently enrolled in)

Is this to integrate with an existing message board/forum, or does that part need creating as well?

The message board needs to be created and integrated into the site (nothing complex mind you, this is just one of the aspects of the site, the message board doesn't need to be anything fancy at all.)
