Educational site with e-commerce and BB

I have an educational non-profit for which I need a Web site. We are involved in serious educational research, and need a serious look and feel to the site, with a feeling of depth and quality.
Tools used must be PHP/MySQL, with Java where necessary, CSS and javascript on the client side.
The site must work well in IE, Opera and Mozilla-FF.
Once the site is up, all content must be easy for our staff to update. This includes pictures. All pages must have the same look and feel. Each page after the home page will have breadcrumbs.
The organization has active members, instructors, students, employment applicants, and prospective members of all these categories; plus a category of supporters. These people must be able to register and log in: the same screen will be used for all of them.
Our staff must be able to review all members of these categories when required. The screens they need will be password-protected and authorized members can change the passwords from time to time.
Registration requires automatic emails as happens on this site.
People will be allowed to upload documents such as resumes.
We will sell a small number of products such as books on site, and the public must be able to enroll for courses and pay for them. We will accept donations too.
We must have a bulletin board.
