All I can say is it is a web tool which entails drawing of data from google search api, comparing data to data submitted by user(via url, so extraction of data from url is necessary) then the results are posted to the user...

that is the simple of it, its not quite that easy but a php programmer with 2-3+ experience should have no trouble doing it.
