Nope. Flash is completely proprietary software. There are a few random programs which might be able to produce one type of flash file (like a slideshow maker), but legalities prohibit anyone from really developing a program that has the features of Adobe's Flash.

You could check out Flex, which is Adobe's open source project which uses Flash, but it has a bit of a learning curve.
