need a css based template

hi Folks,
I've tried teaching myself, but I just need this project done. I'm looking for someone to do a pretty basic template for me. As I see it I really need two template pages and I will create the rest. I do need everything you do to be valid html, I'd like to avoid flash or javascript so I can get max SEO benefit and change this thing as I develop the concept.
I've created two sample images of what I'm going for at http://www.mstevensphoto.com/gallerypage.jpg and mstvensphoto.com/regpage.jpg

If at all possible I would like the page to stay centered top and bottom and side to side when someone resizes their window like my current page does (but with cleaner code).
I want the image gallery to be something I can change the size of the display image on. Captions for images would be nice, but if it makes it too hard I'll just make them part of the image itself. I want to be able to add more or have fewer images as I choose.
i'm basically trying to replicate sites I've seen done nicely in flash in a non-flash format.

can this be done? If so, how quickly? What's a reasonable price?

How would you want to change the larger image when the thumbnails are clicked? Would you make new pages? Would it be dynamic? Can you use php?

The problem I see with captions is if they were to be aligned right you wouldn't know where the right edge of the image was if the images were changing in size. If you centered the captions then it would be okay. I can do this for you. Will be sending a pm with a quote.

I also see the captions as the most problematic part, It would be ok if they were left out.

I would prefer that I not have a new page for every image that displays when a thumbnail is clicked, that makes it hard to update and move around. I think I could use php, my host is bluehost.com and I'm sure they support it. I don't know a lick of php so that may make it more of a challenge for me to update. I do want to be able to at least tag each image with an alt so I can get some seo from that.

What I'm really trying to emulate is the simpleviewer flash template w/o flash.

I'm not sure quite what your budget is but I could easily create a small PHP CMS for you that would make it so that you would never have to edit code again.

Also, as far as the captions/images things - I could create a JavaScript/AJAX solution to fulfill your needs.

On a side note, I also use bluehost and yes they do support PHP.
