can anyone explain how this could be done the easiest?

Unfortunately...there is no program that would automatically do this for you. A flash website would need to be developed in Adobe Flash, then exported as a swiff file. Personally, I would not recommend having an entire site developed in Flash. Although a few FlashObjects on your page can add to the overall apperance of the site, having the entire page developed in Flash, in my opinion, just isn't the best way to go.
