If I want to respond to more than one quote of a message, I now click the Quote button and copy and paste the opening quote tags with the author's name in it, and the closing tag.
I would think that the button Multi-Quote makes that easier, but how do I use that? If I click it, nothing happens?

Its hard to see since the colour is almost identical. Just click the multi-quote of each post you want to select, and they populate in order.
Best to use the "Post Reply" after that; I think it works with the quick reply, but I don't believe you see them.

OK, got it. Too bad, though, it's not a function with which one can respond to multiple statements of one post. I have seen on another forum this function: highlight-select a portion of the post, click Quote, and only that portion is then put in the reply form, inside quote tags with the original author's name in it.
I suppose this would be possible with a plugin or something. But given that this version of vBulletin isn’t the most recent and the new owners have no immediate intention to upgrade I wouldn’t hold my breath for a feature like this.

I won't, even though I quit smoking some 8 years ago, so I should be able to do that for quite a long time...
However, this forum being one of the three most used and visited (I am guessing the latter), at least the HTML/CSS part, I would think that the owners would have a moral obligation to do just that - upgrade and make it easier for the users.
